This procurement follows a two-stage competitive flexible procedure. At Stage One, all interested contractors are invited to submit a Selection Questionnaire (SQ) response. Submissions will be assessed against published pass/fail criteria and scored criteria covering financial standing, relevant experience, health and safety, and capacity to deliver. The aim is to shortlist between five and eight contractors to proceed to Stage Two. At Stage Two, shortlisted contractors will be issued with a full Invitation to Tender (ITT) including a schedule of works and performance specification. Tenders will be evaluated against pre-agreed criteria covering price, relevant experience, proposed methodology, programme, and quality of submission. The council is not obliged to accept the lowest tender. The appointed contractor will be invited to collaborate with the council on finalising the construction drawings. Any contractor-designed elements must comply with the planning permission as granted. No contract will be entered into until the council is satisfied that sufficient funding is in place.
